SIM CITY 2000
After the success of Sim City 2000, and a bunch of other "Sim" products, Maxis updated Sim City to a more elaborate variant - Sim City 2000, changing the view, adding more features and abilities, and in genneral, improving on the original game vastly.

Sim City 2000, first off, the game was now from a top-down, 45 degree, isometric viewpoint. Every single major system in building a city had been overhauled, and added to. No longer was it just provide power, roads, railroads, and zoning, and basically you have a city. Now roads expanded into regular roads and highways with their own on-ramps. Now you could link up to the cities next to you. While Railroads still existed, you could add subways and bussing for public transit. More power-types were availible including more recent eco-friendly technologies such as Microwave, Wind, and Solar. Zoning allowed for a huge range of building sizes and types, making the cities look more realistic and less like a top-down cartooney abstraction. There were more zoning types too including those for urban, rurual, government, and commercial settings. However, it still had enough humor and hilarity installed in it - such as taking $5 of funding off your local DOT and having the head of the Department of Transportation yell at you "YOU CANNOT DO THIS, YOU WILL PAY!!!".

Also, the ability to modify your own graphics set was possible too through the SCURK tool - or "Sim City Urban Renewal Kit" - where you could spend literally hours editing and designing your own terrain, buildings for various zones (Object Set), and whatnot....and then even sharing your new designs with the world as the internet was just coming around as this game was getting popular. However, it seems this was only availible in the Windows 3.1, Windows 9x, and Macintosh versions.
